Setinggan di United States


KEMELESETAN ekonomi kian menunjukkan taringnya di negara yang sebelum ini cukup terkenal sebagai kuasa ekonomi dunia. Signifikannya, ia boleh diterjemahkan berdasarkan kewujudan bandar khemah yang semakin membesar di Sacramento, California, Amerika Syarikat (AS).

Jika satu kurun dahulu, kawasan ini dipenuhi oleh khemah kumpulan yang mencari rezeki di tebing Sungai Amerika (American River). Hari ini, kawasan tersebut dipenuhi oleh penduduk yang sudah hilang harapan dan prospek.

Meliputi keluasan beberapa ekar, kemunculan bandar khemah adalah kesan nyata kemelesetan ekonomi AS dan krisis pasaran hartanahnya. Dianggarkan dalam seminggu, seramai 50 pendatang baru akan tiba dan berkhemah di situ.

Bandar khemah itu terletak di kawasan yang cantik iaitu di tepi sungai, langit terbuka dan bercuaca sederhana.

Angka rasmi menunjukkan golongan tidak berumah di Sacramento kini mencecah seramai 1,226 orang. Pada mulanya, sejumlah 300 penduduk berpindah ke bandar khemah selepas semua rumah perlindungan penuh.

Malah, sebuah rumah perlindungan memberitahu pihaknya terpaksa menolak permintaan 200 orang wanita dan kanak-kanak dalam sehari.

Di negeri yang dilimpahi dengan kekayaan dan glamor Hollywood, imej tersebut amat mengejutkan rakyat negara Uncle Sam itu. Kondisinya juga cukup primitif, tiada sebarang bekalan air dan sistem sanitasi yang sewajarnya.

Penduduknya juga perlu berjalan sejauh 4.8 kilometer untuk membeli air botol dari stesen minyak atau kedai serbaguna berhampiran. Jika bernasib baik, pekerja-pekerja kebajikan akan datang menghulurkan makanan percuma dan barangan keperluan lain.

NEW YORK: The US government has bailed out Citigroup Inc, agreeing to shoulder most of the potential losses on US$306 billion (RM1.11 trillion) of high risk assets, in its most sweeping rescue of a US bank yet in the global economic crisis.

The government will also inject US$20 billion of new capital, on top of US$25 billion it just put into the bank, and receive preferred shares with an 8% dividend. Citigroup received the latest infusion after its shares plunged 60% in the last week, amid worry it lacked enough capital to survive.

Citigroup will not have to replace chief executive Vikram Pandit or other top management, but the government will have the final say on executive pay agreements. The bank has also agreed to try to modify troubled mortgages in the US$306 billion portfolio as the government tries to keep homeowners out of foreclosure.

The package may become a template for other US banks expected to face growing losses as the economy sinks into recession. Credit losses once concentrated in mortgages are already bleeding into other areas such as credit cards and commercial real estate.

Citigroup has the farthest international reach of any US bank, with operations in more than 100 countries. The bank was widely perceived to be too big to be allowed to fail, because any collapse could cause financial havoc around the globe.

A huge crowd in Grant Park in Obama's home town of Chicago erupted in jubilation at the news of his victory. Some wept.

McCain called his former rival to concede defeat — and the end of his own 10-year quest for the White House. "The American people have spoken, and spoken clearly," McCain told disappointed supporters in Arizona.

Shares fell in Europe and Asia as stock markets signalled alarm at the bitter breakdown of talks between the Republican and Democratic parties on a rescue deal.

Market sentiment was dented by the forced 1.9-billion-dollar sale of giant US savings and loan institution Washington Mutual to JPMorgan Chase. In Europe, shares in Fortis plunged for the second day and the Dutch-Belgian bank said it hoped to raise 10 billion euros (14 billion dollars) from an asset sale.

There are fears that talks between Republican and Democrat leaders might drag on through the weekend.
